Three concentric tiers with explicit boundaries. Each tier publishes a stable interface to the one above and a hardened contract to the one below. Failures isolate; they do not cascade.

TIER 01 · EDGE Distributed Edge Nodes Anycast points-of-presence placed within national boundaries. Caching, TLS termination, DDoS absorption, and the first hop of policy enforcement.
TIER 02 · REGIONAL Regional Compute Cells High-density bare-metal estates per jurisdiction. Workloads land here by default; regional policy decides what — if anything — propagates further.
TIER 03 · CORE Core Sovereign Ring A small set of fully audited, air-gapped facilities holding control-plane state, key material, and disaster-recovery mirrors. Reachable only through the ring.
